April 10, 2020 – Hughes Hubbard is pleased to announce international trade counsel Tim Hruby has been named to the U.S. Roster for North American Free Trade Agreement (NAFTA) Chapter 19 disputes. His appointment runs from April 1, 2020 through March 31, 2021. He joins Hughes Hubbard international trade counsel Lynn Kamarck on the NAFTA roster; firm counsel Alan Kashdan has also previously been a member of the NAFTA roster. Both Lynn and Alan have also previously served as NAFTA panelists.

NAFTA’s Chapter 19 is a dispute resolution mechanism that allows independent panels from the U.S., Canada and Mexico to issue binding decisions for cross-border disputes over unfair trading practices such as anti-dumping or countervailing duty decisions.

Each panel consists of five individuals who are selected from the national roster of individuals that each NAFTA party has appointed. Through its trade minister, each government in the dispute appoints the panelists. There are currently 35 individuals on the U.S. roster.

The firm’s Trade Remedies group has served as counsel in more than 100 antidumping, countervailing duty (AD/CVD) and safeguards proceedings, including many of the largest such disputes filed in the United States. The team has defended governments, exporters, manufacturers and importers against antidumping and countervailing duty actions and advised industries (U.S. and non-U.S.) on how to prepare and bring such actions. 

Tim has more than 20 years of experience in international trade matters, with a focus on trade remedy proceedings. Prior to joining Hughes Hubbard, he was a Senior Policy Analyst at the U.S. Department of Commerce (DOC), where he regularly advised high level officials on complex international trade issues. Tim holds a Bachelor of Arts from the University of Arizona, Juris Doctor from Georgetown University Law Center and Master’s degree in international affairs from Georgetown University.
