So far, Iran has broadly been able to hold out against the new campaign, which began on April 16 and promised to leverage “the full range of available tools and authorities” to isolate Iran’s economy.
According to Paner, an analysis of the nearly 2,000 Iran-related designations announced since the U.S. withdrew from the Iran Deal in 2018 reflects that the new actions have largely resembled the previous strategy.
“There really hasn’t been any significant shift in the targeting priorities,” Paner said. “The authorities are the same. The geographies being targeted are the same.”
