Dec. 29, 2025 – Jeremy Paner spoke to The New York Times about the implications of President Donald Trump’s recent actions against tankers near Venezuela, including the seizure of a vessel called Skipper and the detention of another called Centuries.

“The federal terrorism-related seizure statute allows extraterritorial seizures,” Paner said.
